We supported Hampshire Hospitals Foundation Trust in delivering a £34 million investment in healthcare infrastructure at Royal Hampshire County Hospital, Winchester. The programme combined the refurbishment of existing clinical accommodation to create a dedicated Elective Hub with a new Orthopaedic Outpatients Department.

Delivered across two locations on the live hospital campus, the facilities create a more joined-up patient pathway, increase surgical and outpatient capacity, and help address the post-pandemic elective care backlog. The completed scheme provides capacity for an additional 2,400 operations each year.

The Challenge

The programme brought together two distinct but interdependent projects. The Elective Hub was created within an occupied clinical building, with operating theatres above and sensitive patient services below. The Orthopaedic Outpatients Department was delivered as a new-build facility on a constrained hillside site.

Clinical services had to continue throughout construction, while incomplete building information, latent compliance issues, unforeseen ground conditions and an unresolved power supply constraint created significant programme, cost and technical risks. Close coordination was essential to align both facilities around the patient journey while managing a wide range of clinical, estates, consultant and contractor stakeholders.

Our Solution

We provided Project Management during pre-construction and NEC Project Management throughout delivery, alongside programme coordination, stakeholder management, risk management, governance, reporting and contract administration.

We embedded within the Trust’s programme team, helping to coordinate construction around live clinical requirements and maintain momentum through complex decisions. An options appraisal assessed battery storage, a Part L derogation and an interim integrated gas solution to address the power constraint. The integrated gas solution enabled the project to progress while protecting the Trust’s longer-term energy strategy.

Disciplined NEC administration ensured Early Warnings, Compensation Events and instructions were tracked, assessed and managed transparently, keeping cost and programme risks visible throughout delivery.

Our Impact

The programme was delivered under budget while essential hospital services remained operational. It provides modern, future-ready facilities that improve patient experience, clinical efficiency and access to treatment, while creating capacity for 2,400 additional operations annually.

The new Orthopaedic Outpatients Department achieved BREEAM Very Good. The project also received a Bronze Award at the Considerate Constructors Scheme National Site Awards and recognition through the NHS Getting It Right First-Time programme. Its collaborative delivery model was shortlisted at the Constructing Excellence London and Southeast Awards for Integration and Collaborative Working, Delivering Value and Sustainability.

Our Blueprint For The Future Of Healthcare Estates Construction.

The programme brings to life a key principle explored in Our Blueprint for the Future of Healthcare Estates: targeted estate investment can unlock clinical capacity, improve patient flow and strengthen infrastructure resilience. By aligning a refurbished Elective Hub with a new Orthopaedic Outpatients Department, Hampshire Hospitals Foundation Trust has created a more joined-up patient pathway while addressing the operational and technical demands of a live hospital campus.

The completed facilities provide capacity for approximately 2,400 additional operations each year, supporting reduced waiting times and improved access to care. Delivered under budget while essential hospital services remained operational, the programme demonstrates how healthcare estates can create future-ready capacity without compromising the care patients depend on.

Other Healthcare Projects

All other projects

We have been appointed by University Hospitals Dorset to help deliver a series of building and infrastructure projects. These projects will transform the existing estate and provide additional acute and planned care facilities, serving both Bournemouth and Poole patients.

Since 2024, we have supported University Hospitals Plymouth NHS Trust with the delivery of the Dartmoor Building, a new purpose-built, three-storey outpatient facility at Derriford Hospital.
