How do you decarbonise some of the UK’s busiest hospitals without disrupting the care being delivered inside them?

That’s the challenge facing Mid and South Essex NHS Foundation Trust. As part of its wider plan to reduce carbon emissions across its estate, the Trust is investing £9.2 million to upgrade lighting infrastructure across five live hospital sites, replacing ageing systems with energy-efficient LED technology and modern emergency lighting.

The programme began in April 2026 and is scheduled for completion in August 2027 under a JCT Standard Form of Contract.

Spanning Basildon, Broomfield, Southend, St Andrew’s and St Michael’s hospitals, the programme is reducing energy consumption, cutting carbon emissions and improving reliability across the estate. More than a lighting upgrade, it represents an important step towards creating a more sustainable, resilient and efficient healthcare environment for patients, staff and visitors.

The Challenge

Decarbonisation projects can appear straightforward on paper. Delivering them across multiple live hospital environments is anything but.

Each hospital presents its own operational constraints, building conditions and infrastructure challenges. Clinical services must continue uninterrupted while works are carefully coordinated around patient care, infection control requirements, access restrictions and day-to-day operational priorities.

Compounding the challenge, we were appointed after the contractor had already been engaged, before the scope, technical requirements and deliverables had been fully defined. Combined with incomplete asset information across the estate, this created significant delivery, compliance and commercial risks that needed to be addressed without impacting the programme’s objectives.

Our Solution

We are providing Project Management, Quantity Surveying and Contract Administration services across this complex multi-site decarbonisation programme, bringing structure, control and certainty to delivery.

Working with the Trust and contractor team, we reviewed the existing appointment, identified gaps in project requirements and established the governance and controls needed to reduce risk.

A phased, survey-led PCSA approach confirms existing conditions before design and construction progress, enabling informed decision-making based on accurate information rather than assumptions. Lessons learned at each site are carried forward to help reduce unforeseen issues and programme delays.

Through cost management, programme monitoring, stakeholder engagement and change control, we are helping the Trust deliver its decarbonisation ambitions while supporting the operational demands of busy hospital environments.

The Impact

Although the programme remains underway, it is already providing greater certainty around scope, compliance, cost and delivery, while establishing a repeatable framework for future carbon reduction projects across the Trust.

By taking a strategic approach to upgrading existing infrastructure, Mid and South Essex NHS Foundation Trust is improving the energy performance, reliability and resilience of its estate while progressing its wider sustainability objectives.

Once complete, the programme is expected to reduce energy consumption and maintenance requirements while improving lighting quality, reliability and emergency lighting compliance across five major hospital sites.

Most importantly, the works are being delivered in a way that supports the Trust’s progress towards a lower-carbon healthcare estate while minimising disruption to clinical operations and the services patients depend on every day.

Our Blueprint For The Future Of Healthcare Estates

The programme is also a strong example of a key principle explored in Our Blueprint for the Future of Healthcare Estates: that net zero should be viewed as an opportunity to improve estate performance, not simply reduce carbon. By taking a strategic approach to upgrading existing infrastructure, Mid and South Essex NHS Foundation Trust is improving the efficiency, reliability and resilience of its estate while progressing its wider sustainability objectives.

Once complete, the programme will significantly reduce energy consumption and maintenance requirements while improving lighting performance, reliability and emergency lighting compliance across five major hospital sites. Most importantly, it will help the Trust accelerate progress towards a lower-carbon healthcare estate without compromising the services patients depend on every day.
